Update: Bergsma Application

Windward Real Estate Services recently submitted a revised subdivision plan for land located on the 1700-1800 blocks of Newport Way Northwest (also known as Bergsma).

In 2016, the applicant originally proposed clustering 78 single-family lots along Newport Way Northwest near state Route 900. The clustering required a Development Agreement with the City. In the summer of 2017, the City Council voted not to approve the Development Agreement, which included the connector road to Talus.

The revised preliminary plat application meets the requirements of a standard (non-clustered) subdivision and no longer includes a connector road to Talus. The new plat now proposes 57 single-family detached residences built on approximately 20 acres within the 45.5-acre subdivision.

Next Steps
Unlike the original proposal that required a Development Agreement, the process for the revised plat does not require City Council approval (unless there’s an appeal).

As a first step, a neighborhood meeting was held Oct. 30, 2017.

In addition, the previous critical areas variance review and SEPA determination will need to be updated to reflect the current proposal.

The application then requires a public hearing (likely held in early 2018), with approval by the Hearing Examiner. Public comment will be allowed at the public hearing, and can also be submitted in writing beforehand. 

If there is an appeal of the hearing examiner’s ruling, it would then go to the City Council for a decision. 

Meanwhile, the City has received numerous inquiries about acquiring the land for open space preservation. As a matter of practice, the City doesn’t openly discuss any potential land acquisitions, as it could impact any ongoing negotiations.
