AB 5699  Dedication of Right of Way – Issaquah Highlands Portion of Vista Park, Alley 7

Staff Support:  Keith Niven

RECOMMENDATION: Deny the requested dedication and encourage the developer to do an easement. Consent agenda with no staff needed.

 

PWE staff provided an overview of this Agenda Bill.  After a brief discussion, the Committee determined that the request should be denied.

AB 5647 Commute Trip Reduction (CTR) Report

Staff Support:  David Fujimoto and Christen Leeson

RECOMMENDATION: Approve the CTR Report.  Consent agenda with no staff needed.

 

Planning and PWE staff explained the change in formatting from PSRC since the last meeting. Phase I will be to write the plan and submit this year. Phase II will be implementation of the plan in 2008 through, as necessary, amendments to the comprehensive plan Land Use Code and Developer Extension Agreement (Street Standards)

I-90 Corridor Study - Update

Staff Support:  Bob Brock/Gary Costa

PWE staff along with WSDOT staff were present.  A lengthy discussion was held regarding WSDOT’s Public Outreach Plan and on the timing of their meetings as well as who the meetings would be held with.  WSDOT staff provided information on the Public Information Program (PIP) and answered Council questions. 

 

It was determined that WSDOT should come to the October COW meeting to present this project to the full Council since the Route Development Plan is very important to the City. The COW presentation would help the entire Council better understand the WSDOT project. The discussion at COW is to include what has been learned to date, where the data/information is pointing, and what the next steps are.

 

There was also discussion on the possibility of another crossing to I-90 for peds.  The discussion of the bridge was expanded to consider an overcrossing that would include at a minimum bikes and pedestrians however, it was recognized that long term planning would include a Sound Transit Station into the I-90 Corridor Study. To provide connectors to the new Transit Station on Newport, the overcrossing should be examined with this in mind and for this reason consider to proximity to the SR900 overpass The expectation is also that the Subarea Plan will generate additional density to support this planning.

Transit Now Partnerships – Update/Discussion on proposed Agenda Bill

Staff Support:  Bob Brock/Gary Costa

RECOMMENDATION: Support the Route 200 Partnership project submittal on October1 along with positive answers to the 3 criteria on the matrix.

 

PWE staff provided an overview of the work done to date on this.  KC Metro staff was present as well to help with the discussion.  The options and costs were discussed.  Staff was asked to be prepared for a presentation at the Council meeting when this item was heard and discussed.

South Cove Study – Transportation Needs Assessment - Update

Staff Support:  Gary Costa

PWE staff provided a brief update on the status of completing the Needs Assessment.  Items noted in the document will be brought forward during subsequent City budgets including this years 2008 budget.  Any projects would then compete against all projects for funding in each given year.

ITS Update – Integration with Subarea Plan

The Committee had a discussion on how ITS would integrate in the Subarea Plan and the related Policy issues.  Discussion of cycle lengths and the conflict between pedestrians and cars was discussed. Connection to the Subarea Plan is related to the comp plan, encouraging pedestrian accessibility.
